How thick does the ice need to be?
Ice is never 100% safe.
Two agencies publish a chart and they do not agree with each other. A third refuses to publish one at all. All three are below, as they wrote them — read from Minnesota DNR, New York DEC and Michigan DNR on 2026-08-07.

Same question, two answers. Where they differ the higher number is the more cautious one, and neither agency is speaking about your lake.

Guidelines for new, clear ice only. Measure the clear ice, not the slush or snow sitting on top of it.

New York DEC
DEC calls a minimum of three to four inches of solid ice the general rule for safety, and adds that ice thickness is not uniform on any body of water.

The agency that will not give you a number
Your safety is your responsibility! There is not a reliable "inch-thickness" to determine if ice is safe.
Michigan publishes no thickness table at all. It is the strongest thing any agency says on this page, and it is why the numbers above are a floor to start from rather than a permission slip.
What takes strength out of ice
- Ice under snow should always be considered unsafe. Snow insulates, slows the freeze and can melt existing ice. Michigan DNR
- Clear ice over running water is about 20 percent weaker. New York DEC
- Ice thickness varies across a lake — check as you go, and avoid pressure ridges and areas with currents. Minnesota DNR
- Be extra cautious where streams enter and leave a lake, near docks with bubblers or de-icers, and close to shore. New York DEC and Michigan DNR
- A sudden cold front can crack ice within half a day. A warm spell weakens it over several days, thawing by day and refreezing by night. Ice weakens with age. Michigan DNR
What to have on you
- Wear buoyant gear — except inside an enclosed vehicle. Minnesota DNR
- Keep a pair of ice picks immediately accessible. Minnesota DNR
- Carry a two-way communication device that actually receives a signal there. Michigan DNR
- Take a spud, needle bar or auger and test the ice as you go out, not once at the shore. Michigan DNR
- Driving on ice: roll a window down and unlock the doors. Minnesota DNR
- Ask local experts about known hazards before you go out. Minnesota DNR
If you go through
- Remain calm.
- Do not remove winter clothing. Heavy clothes will not drag you down — they provide warmth.
- Turn in the water toward the direction you came from. That is most likely the strongest ice.
- With ice picks, dig the points into the ice and kick your feet vigorously to pull yourself onto the surface, sliding forward.
- Roll away from the weak ice rather than standing up. Rolling spreads your weight.
- Get to shelter, change into dry clothing and drink something warm that is neither alcoholic nor caffeinated.
- Call 911 and seek medical attention for disorientation, uncontrollable shivering or other signs of hypothermia — it is life-threatening.
Common questions
- How thick does ice need to be to walk on?
- Both agencies that publish a table put walking at 4 inches of new, clear ice — Minnesota DNR says 4 inches on foot, New York DEC says 4 inches for ice fishing or other activities on foot. New York adds that "a minimum of three to four inches of solid ice is the general rule for safety." Michigan DNR declines to give any number at all.
- How thick does ice need to be to drive on?
- Minnesota DNR lists 9 to 12 inches for a car and 13 to 17 for a truck; New York DEC lists 8 to 12 for a car or small pickup and 12 to 15 for a medium truck. The two do not agree, so both are shown here as published. Minnesota adds that you should roll a window down and unlock the doors.
- Is white ice as strong as clear ice?
- No. White ice forms when snow melts and refreezes on top, and both Minnesota and New York say to double the thickness guidelines for it — so it is worth about half of what you measured. Slush is worse again: Michigan DNR says to stay off ice with slush on top entirely.
- Do I measure the snow on top as well?
- No. Minnesota DNR says to measure only the clear ice, not the slush or snow sitting on it. Michigan goes further and says ice covered by snow should always be considered unsafe, because snow insulates and slows the freeze.
- Is there a thickness that is actually safe?
- No agency says so. Minnesota heads its own poster "Ice is never 100% safe" and notes that ice can be two feet thick in one spot and an inch thick a few yards away. Michigan puts it plainly: "There is not a reliable 'inch-thickness' to determine if ice is safe."
What we left out on purpose
- The two agencies that publish a table do not agree. Minnesota puts a side-by-side ATV at 7 to 8 inches where New York puts any ATV at 5; Minnesota puts a car at 9 to 12 inches against New York's 8 to 12, and a truck at 13 to 17 against New York's 12 to 15. Both tables are shown as published rather than merged into one.
- Michigan DNR publishes no thickness figures at all and says outright that no reliable inch-thickness exists. That position is quoted here rather than argued with.
- Neither table states what it assumes about vehicle weight beyond Minnesota's note that its figures are based on average equipment weight. A heavy side-by-side or a loaded truck is outside what these numbers were drawn for.
- New York quantifies slush as about 50 percent weaker and clear ice over running water as about 20 percent weaker. Stacking those two reductions on top of the white-ice rule would be arithmetic nobody published, so this page does not do it.
- Minnesota's guidance is written for Minnesota lakes. Nothing read says how far south or how far into moving water it is meant to carry.
