The codified 6 NYCRR §40.1 table states a per-vessel structure instead — 1 fish per angler fishing from shore, but only 1 fish per vessel (not per angler) fishing from a boat. Both agree on a 37-inch minimum and a year-round season, but the bag rule itself is structured differently, not just a different number.
The minimum length (37 inches) and season (all year) are settled, but the bag is not stated here because our two reachable sources disagree on the rule itself: a flat 2 a day, or 1 per vessel when fishing from a boat. Check dec.ny.gov directly before keeping a cobia.

- NYSDEC regulates fish differently depending on how an angler is fishing (shore, private boat, or licensed party/charter boat) more often than most states on this site. Where that split changes the number, it is carried here as separate regions rather than folded into one line.
