Children can fish without one. Everything else still applies though — limits, sizes and seasons do not change with age.
16 and up
License required
Carry it with you while fishing.
65 and up
Cheaper, not free
North Carolina has no age exemption. Residents get a reduced rate instead: Inland fishing, senior lifetime at $20.
How NCWRC words it
NCWRC: "Individuals 16 years of age and older using any type of bait or gear to catch finfish while fishing in North Carolina's public waters must possess a valid North Carolina fishing license." The commission words the youth side as "Youth under age 16 are exempt from the requirements of any fishing license and trout privilege license."
Quoted rather than paraphrased. With rules that carry a fine, the exact wording is the point.
